Offsite power is required for nukes. Plus, they need a path for the generation to flow. They'll need a couple of main transmission lines connected before they even think of starting a large generator.

No on use of standby diesels to start the plant. They are there only to run the cooling pumps in the event of a loss of offsite power.

The reactor core continues to generate heat (about 7% of full power, initially) even after the reactor is shut down. In the event of a power outage, you need the diesels to run the cooling pumps to keep the core cool.
