The clock at the South Norwalk train station waiting room is stopped at 4:15 p.m. Thursday, Aug. 14, 2003, in South Norwalk, Conn. as commuters wait for trains. Power flickered across Connecticut and some areas of the state lost electric service completely as New York City was plunged into a blackout Thursday afternoon.
