I've already gotten certified on Microsoft systems and keep myself up to date technically just in case it is decided that branch managers are no longer needed.You will then find yourself up against a whole bunch of experienced unemployed IT people competeing for jobs that have been offshored.

I know that, but I was referring to a technical job within my own company should my management job be eliminated. I doubt I'd find very much outside my own company at this point. It's bad out there.

No job can be "offshored" if you are creating solutions that no one else thinks of. It all gets back to value. If you can increase productivity, you are in no danger. If you can't, sayonara.
