From what I've read, pro-life forces worked on the language of the bill to make sure its constitutionality was not challenged.

I don't know WHY this is so hard for some folks to grasp.It's not hard to grasp. It's just one more vehicle with which to exercise hysterical dissatisfaction with President Bush. Even when they win, it seems they'd rather lose.

It's not beyond their grasp, just beyond their agenda. Some people are concerned with ending abortion and understand that it must be done one step at a time.
Some people are simply interested in attacking the President and will fabricate any argument they can to attain that goal.
