There's not a state in the union that lets a property owner build a dwelling unit without a permit. Sounds to me like that's the issue here (don't blame California!!)

The point is that to any normal observer it is NOT a dwelling unit.
As far as flood plains go, anyone should be able to build in it as long as they're willing to self insure...

Our town here on the coast of Maine still doesn't require building permits. Now plumbing is another matter.

Montana does, basically because we don't let the govt interfere in our private lives. The last time they tried it in the Flathead Valley (where I live), there was damn near a rebellion with a few county commissioners hanging in the trees.
