I wonder why they were put in foster homes in the first place. Were they in danger of being neglected?

Here where I live, many children are placed with immediate family members. That sounds like a solution, but it often isn't. Quite frequently the children are no safer with an aunt or uncle, if they are moved. Children's services needs to be overhauled in much of the country.
