I don't know how you arive at your figures ... but, you mean you can't smoke at malls? Even outside the stores? There are (or were) big garish ashtrays all around.

You have to go outside the Mall to smoke. In NJ I recently saw a sign posted near an entry door that said "No Smoking within 24 feet of doorway". I kid you not. BTW the percent of the population that smokes in the US is 23%, and the figure about mall traffic came from a national magazine about commercial retail space called "Dealmakers".
