Anyone who doesn't think that an attack with massive amounts of conventional explosives on one of out port cities could be devistating should read up on the exlosion of a cargo ship in Texas City loaded with ammonium nitrate several decades ago. It destroyed almost all of the town, killed hundreds of people and (I might be mistaken on this part...been a long time since I read about it) knocked planes out of the sky.

Little bit different as the amount of nitrate in the Texas explosion was in the range of thousands of tons.

Still, your point is a valid one.
