If the FBI would simply "distinguish" between the terrorists and everyone else, then they could just arrest all the terrorists! Why didn't anyone else think of that?

Yep. The FBI ought to ask each detained illegal, "Are you a terrorist?" -- if they answer no, let them go.

Reminds me of that great on-air sketch that Robin Williams did as Adrian Cronauer in "Good Morning Vietnam" where he immitates an Army Intelligence officer being asked what he does:
