You're right, the concept isn't new. But have you heard the word "rejectionist" used before?
It's just a minor detail, but I'm curious because I heard the word used in an audio clip on the Rush Limbaugh show today (Roger Hedgepath sitting in) and wondered if it was recently coined. Now I'm seeing it in this article (then again, the clip may have been of Condi speaking the quote quoted in the article).

But have you heard the word "rejectionist" used before? This term was used frequently in the 1970s to describe the extremist palestinian groups who utterly rejected the first Camp David agreements signed by Sadat and Begin. These organizations were called the "Rejectionist Front." It has not been in use more recently because of the belief that the only palestinians that mattered were those controlled by Arafat who had signed on to work with Israel in the Oslo Accords.
