What keeps them from downloading the "real" petitions, sitting at their tables getting signatures, and then just discarding them. This will be just as effective but harder to control.

What keeps them from downloading the "real" petitions, sitting at their tables getting signatures, and then just discarding them. This will be just as effective but harder to control. Actually, it should be even more effective (for Davis) because signers will know they signed the real petition and will avoid signing one again. Unlike voter registration, there's probably no time limit for the signature collectors to keep the signatures. On the other hand, it will look like even more people are enthusiastic about removing Davis.
