Three hours from the time of the crime until an Amber Alert was issued would be warp speed. They have to do the initial investigation of the crime, question witnesses and evaluate what information and evidence they had before they issue an Amber Alert.
I just pray this little girl is found quickly and safely.

And while I realize they can't put out an Amber Alert every time a kid is late for dinner, in this particular case there were collateral crimes along with the abduction.

This doesn't sound good ----likely she's in Mexico by now. But what is the motive? Lately in Mexico it's become fairly common to kidnap children and hold them for ransom ---and they're killing the children if the ransom isn't quickly paid. It happened in Juarez the other week to a 5 year old boy and now in Mexico City to a 6 year old girl.

I disagree with that tactic. The alert should be initiated immediately upon the 911 call. It could be retracted after some investigation if necessary.
