If they didn't want them to smoke they could ban them all from smoking but they don't.

Boot camp is three months. If they wanted them to smoke they would allow it during their free time. If banning it from boot camp isn't a hint that they don't want that behvior I don't know what is a hint.

Actually, if they really didn't want soldiers to smoke, there's nothing stopping them from banning smoking even after boot camp. I don't believe they do this, however.
