Defense-intelligence officers can count weapons and quantify capabilities but, without strong HUMINT and solid academic training and discipline to shape analysis, they cannot gauge the adversary's intentions.

This has been known for years. The reason is that it is easier to benchmarch capability to count hardware than "software".
