Currently the Unemployment Rate is measured completely different from the 50s and 60s. However, I think most ecomonist agree that 4% unemployment is full employment. So, when I stated that under 5% is full employment it might have been a little misleading, however, under 5% is very close to full employment.

Department of Labor statistics for the period 1939-2001 are located HERE. The average unemployment rate has been rising since the early 1970's.
