Perhaps one solution to raising IQs of poor people is to educate about the necessity of prenatal care and proper nutrition. Ugh, I hate to think of subsidizing it even more, but better that than subsidizing things we already know are ineffective

Practically all free health clinics are located in or near the inner cities.
Here in Raleigh the local gov has cabs that will go around and pick up pregnant women and deliver them to the free clinics. Other than handcuffing them and forcing prenatal care on them what are we to do?

When you see how Condi Rice and Clarance Thomas are treated by the AA community you can only conclude that it's culture, culture, culture.
As long as the peer pressure frowns on education the situation is hopeless.
The really sad part is, this attitude is permeating the young whites now.
No amount of money is going to solve the problem.

The fact that there are already free health clinics (1-800-Baby-999 anyone?) is a reason to not put any more money in to it. The fact that they're available and STILL not used by many minorities is an excellent reason to not put any more money in to it.
