Clever has nothing to do with mental capacity.

A semi-literate person that understands his limitations....drifts though school... yet works hard to make the most out of his physical ability as a football player is clever...though possibly unintelligent....or even stupid.

You stated that the average Jewish IQ is 110-115 today and that is true, however, this was not always the case. During WWI and after, IQ test for Jews indicated a below average intelligence. Now, did the Jews simply become smarter during the next 30 years? Or was something else at work? And if something else was at work, is it possible to apply that to other groups? Lets see!
The Jewish population in America in the 1920's had a very high percentage of newly arrived European immigrants. In their native lands, Jews kept to themselves and intermarried within their villages. Now anyone who's raised chickens or beef understands the problems of interbreeding. If you don't introduce new blood (new genes) into the herd or flock, retardation occurs. Keeps a chicken flock interbreeding long enough (10 or 12 generations) and you end up with the ancestors of chickens, Southeast Asian jungle fowl. Could this happen with human beings? Sure! One of the reasons the Jewish IQ increased dramatically is probably the diversifying of the gene pool in America.
Are we facing the same problem with African Americans here in America? Could be. Since family lines are quite murky in the black communities because of out of wedlock births, a significant number of children are born to parents who are related. Incest is taboo not because of religion but because of biology. Unions between siblings or first cousins produce a significant number of less desirable offspring. IMHO that is what's happening in black communities in America and by extension to blacks world wide.
The solution, of course, is to strengthen the institution of marriage in the black community and make incest culturally taboo.
But in order to solve any problem, first you must recognize that there is a problem and we as a society have yet to recognize the problem of low IQ in the African American population.

Perhaps one solution to raising IQs of poor people is to educate about the necessity of prenatal care and proper nutrition. Ugh, I hate to think of subsidizing it even more, but better that than subsidizing things we already know are ineffective

Practically all free health clinics are located in or near the inner cities.
Here in Raleigh the local gov has cabs that will go around and pick up pregnant women and deliver them to the free clinics. Other than handcuffing them and forcing prenatal care on them what are we to do?

When you see how Condi Rice and Clarance Thomas are treated by the AA community you can only conclude that it's culture, culture, culture.
As long as the peer pressure frowns on education the situation is hopeless.
The really sad part is, this attitude is permeating the young whites now.
No amount of money is going to solve the problem.

I have often seen the above stated, but have not seen an actual study or other empirical evidence. Before we had non test ways to determine I.Q.we had a cultural or literate factor to contend with.

Adolph Hitler also believed he Jews were intellectually inferior. When he tested them the opposite proved true; hence, in Nazi Germany it was illegal to give a Jew an IQ test. The elimination of the Jews did not require psychologists or psychiatrists!

Actually, the inheritance of IQ is not as crucial as social conditioning and values when it comes to living in a civilized society. I think the egalitarian effort to deny individual and group differences in society is more harmful than the actual differences that after all really don't say much about a given individual. Also, this only one talent among many and educators like Gardner have pointed out that there are many "forms of intelligence" not measured by academic performance.

Ditto, It has been my personal philosophy that stereotypes often have some basis in truth however they have little bearing on individuals. In the world and more particularly America we believe all individuals have equal rights, their talents and abilities may differ but their basic rights as humans are the same. Its how we as a culture value those talents and abilities that often causes troubles. High IQ is nice but without a sense of humor, physical beauty, athletic ability, compassion, resourcefulness, common sense, artistic ability etc. its dull. A high IQ is great but often over valued in the big picture of life.

Average IQ between racial groups is interesting but Adolf Hitler, Idi Amin & Pol Pot had more in common than I do with many people of my own race. I often thought it strange that people feel more akin to folks with similar pigmentation than to folks with similar life philosophies, values and concerns.

I'd like to see your source of this information. To the contrary, Hitler knew the Jews were smarter, but vowed to win the war without their assistance. Too bad for him; every top scientist on the Manhattan project was Jewish.

The fact that there are already free health clinics (1-800-Baby-999 anyone?) is a reason to not put any more money in to it. The fact that they're available and STILL not used by many minorities is an excellent reason to not put any more money in to it.

"Professional class" is relative. Among the blind, the one-eyed man is king.

It doesn't take a genius to understand 90 million dollars is something you don't turn down.
And it is also well known that some of our highest paid athletes are not to bright..when it comes to intellect capabilities.

I might suggest a cultural factor. When a culture is steeped in superstition and other negative influences, I would expect the collective IQ to be below average.

I always do well on those types of tests as well. IQ tests, SATs and all the other school standardized testing they do. The fact is that I can almost always Ace a multiple choice test. But unfortunately most people still wouldn't consider me as bright as those tests indicate and I have trouble remembering pretty much anything I do learn. Even if I forget the stuff though I will still pass the multiple choice test just with my reasoning abilities to weed out the most probable answer. (that make sense?) I remember when I took American History in high school I cut class several times a week yet always got A's and passed the final exam with a 98 and the class with a 92. They were always multiple choice tests though.

This stuff makes me want to puke, every race has equal ability of the mind to manipulate their current circumstance in a duration of time. To suggest a group of people working to overcome a certain cultural-sociological situation because of prior conflictions within the larger culture is stupid and lowers the IQ of anyone who believes the tripe.
