The Robert C. Byrd Intermodal Transportation Center is the entry point to the Wheeling National Heritage Area, including the Artisans' Center, Visitors' Center, Independence Hall and the Historic Waterfront, as well as to downtown attractions such as the Civic Center, Capitol Music Hall, Community College, and the central business and shopping district.
Siting, massing, facade treatments and streetscapes were developed to carefully integrate this state-of-the-art complex with its historic context. The functional layout and design of the garage and bus facilities ensures maximum operational efficiency, flexibility and durability. The waiting room provides clear orientation to the Heritage Area and supporting venues.
Wallace Floyd managed the construction grant application process to secure full FTA funding, as well as additional National Park Service funding to house the National Heritage Area Visitors' Center. The transit concourse accommodates OVRTA passengers, a Greyhound Bus terminal, and the Visitors' Bureau Offices
