1) tort/medical malpractice reform. A good portion of your payments for medical care goes to the Dr's malpractice insurance, which is greatly increased to the the 'jackpot justice' jury awards in malpractice cases. How much? Estimates are that for a delivery on Long Island, NY, 40% of the Ob/Gyn's bill goes to their malpractice premiums.
2) community rating and shall issue health insurance laws. Community rating require insurance premiums for all people in a given area, with a given policy to be the same. Shall issue laws require insurance companies to write insurance for anyone who will pay. The result is that you end up with generally healthy people uninsured and sick, old people with risk factors insured. The insurance companies must charge a 25 year old non-smoker the same as the 65 year old overweight smoker with cancer in their history. The only people who will pay these permiums are the people who are sure they will need the coverage.
