Probably because they've run out and rely on donations from parents. My kids attend a public high school - in an exclusive part of town, mind you - and haven't had toilet paper in the restrooms for years...or doors on the stalls.
From speaking with other folks on the Internet, I understand this is not all that uncommon.

Why the hell is she asking you for tissues? That's common. They have plenty of money for "facilitators" and "consultants" at the school district HQ, but no money for paper, pens, pencils, or tissue paper, so they ask the parents to supply those. The only reason they don't make you buy the books, is that you might read them and that wouldn't do.
