And... it isn't a highly effective bioweapon... unless your goal is to randomly kill people throughout the globe. I do not know how it could be used as a bioweapon, at this stage. Perhaps if it had been refined more, it could have been used to target one population, compared to another. If that is the case, then vaccination for SARS would be the only way to save your own people, and target others.

Clearly it was not a fully developed Chinese bioweapon otherwise the vacine would be already in stick. Perhaps it was research that went bad but as I stated previously such is really not relevant to dealing with the problem.

SARS hasn't been killing people randomly. It's been disproportionately killing the old and the sick (and medical workers).

In the case of SARS, it is a potent economic weapon against Western nations because of the impact on trade and commerce. Also, when the virulence is proven, minor genetic engineering results in a super killer that cannot be prevented from spreading around the world, effecting the most vulnerable societies where freedom is essential, but not greatly impacting societies controlled by a brutal central authority. The newly revealed fact that active virus is found in the feces of patients thought to be 'over the infection' makes it particularly dangerous in countries with open sewers, like India, Pakistan, N. Korea, to name but three strategically important to China's empowerment.
