it will be just like in California where people will just defy the law and do it anyways. The tobacco police will finally relize that it is just a futile situation.

Exactly, I cant count the number or times I walk into a resturant bathroom and see everyone in there smoking. Heck, I join em sometimes. They can't stop everything.. but they can try, and fail.

Most clubs or bars I have been to in San Fran flat out ignore the law.
