I agree with your sentiment, but bearing in mind that this would require operatives in Syria, Sudan, Jordan, Egypt, Libya, etc. I propose that, after establishing the terrorists country of origin, the US returns fire with one appropriately targeted cruise missile for each coalition soldier or Iraqi citizen injured.
