I would get the Iraqi Kurds to Police, and conduct firefighting duties in these cities out of control to the north, and get some of them to police Baghdad. I would ask the Baghdad Firefighters tocome back to work to help protect there city. I would get some of OLD Iraqi Army (Reg)
troops to help bring control, order and security back to there city. Give them new uniforms, and work with them and
provide them help. Set-up Marshal Law, until situation improves....
