That sort of depends on your definition of 'we planned it all along.' If you mean we intended to do it all along, I'd say that this is not necessarily the case. But 'plans' were made for a contingency basis.
I assure you, somewhere in the bowels of the Pentagon we have 'plans' for an invasion of pretty much every country in the world. By plans, I mean a general blueprint on how they feel the operation would best be approached, and these plans are updated periodically. This does not mean we have an immediate intent on implementing all of these plans, they are 'just in case' type things. By the same token, I can also assure you that Russia, China, North Korea, Iran and Syria, amongst others, have also had for a long, long time plans on how they would execute a war with the US.
With this, I can't necessarily say that we DIDN'T plan it all along. Merely that the logic of since it exists, we planned on implementing it from the start, isn't necessarily correct.
