I don't think Iraq UN Combover should be allowed to leave to anywhere he wants to go.
I think we should arrest him and fly him to Baghdad International and then drop him off in the Shiite area of the city.
Let him rely on the kindess and generousity of those "Iraqi people" he wishes peace.
