Of course they are capable of democracy, and they are educated. Capable is one thing, but a deep rooted leader worship psychology is another.
It will take a few solid terms and elections to drive the point home. Unfortunately, they may have too many special interest groups and factions(Kurds, Shiites, Sunnis, Assyryians etc.) to allow this to happen in the near future. Don't forget that this country was a fiction created by Churchill way back. There is a tightrope to be walked here. They needed the war to wake them up, but I hope the memories of the inhumanity of the regime stay fresh long enough to see them through the adjustment period.
