He was shot down in gulf war 1 and is believed to still be there

Speicher, a navy pilot who was shot down in the first 48 hours during desert storm. The then Defense Secretary Cheney said during a press conference said Speicher died after being SAM'd. Since he was declared dead by the Pentagon, the Iraqis had no insentive to give him back.
