That was an important message Myers just sent out.
He said a commander on the ground may request air support at a certain spot. The planes come in and hit a different target....because that's where CENTCOM directed them! CENTCOM may have different target info than the ground commander.
The ground commander (or an embed reporter) may interpret that as un-responsive to the request. He said, "Sometimes where you stand depends on where you sit". This is a good example of what someone said, "This is like watching the war through soda straws".
