Supplies. We had more forest camo chem suits (that's what you're seeing in the pic) than dessert camo suits.

US uniforms are tan, ie desert, camo, but the bio/chem suits they put over them are green, ie, forest, camo. So they likely wearing bio/chem protection and of course their tan kevlar helments?
You might wonder what brainiac decided that the US was more likely to face bio/chem weapons in forests than the desert given the current world situation? Maybe they were worried we would face bio/chem weaposn in an assault on France some day. Maybe after Saddam became PM of France?
