It's a kind of e-bomb. The one most talked about sends out high-powered microwaves that fry all the computer chips in the blast radius. The carbon-filament bomb basically falls across power lines and generators, thereby closing the circuit and shorts out the grid.

Sounds easier to repair this damage than that of the other "frying" e-bomb.
