"On belay" is what you say when you are the guy at the bottom of the cliff holding the rappel rope. It's a safty measure. If the guy on belay pulls the rope tight he can stop the rappeler from free falling.
The guy at the top of the cliff yells down, "On rappel," so as to let everyone know he's coming down. The guy at the bottom yells, "On Belay" to indicate he's ready.
At least, that's the way we did it at Camp Red Devil NCO Academy at Ft. Carson.
