Judging by last week's "decapitation strikes" in Baghdad, President Bush would be just as happy to get Saddam Hussein dead as alive.

If coalition forces capture Saddam or his top aides, however, the United States will have to decide what to do with a cadre of men who for years have been accused of grave crimes against humanity.
