To: Fledermaus
A war resolution has to be brought up, the last resolution simply expressed confidence and support for the President and said Congress had no objections, but it was not a declared war via an expressly stated war resolution which would say "Be it resolved that the US has declared a state of war between themselves and the governemnt of the Republic of Iraq etc..."

It is a formality, but it could make a legal difference

I do agree it'd be a political sucicide though

Does that really matter with those in power that have been threshing the Constitution for decades?

Five year old kids have a better grasp of reality than the Senate! lol
