Like Vietnam, Korea, GW I this is not a declared war.

War can only be declared by Congress; this is the President acting as Commander in Chief, however, as per the war powers act of 1974, in 60 days the COngress can vote to bring the troops back, or allow a 30 day extension of the CIC's War Powers. After that 90 days, they MUST declare war, thus giving both executive and legislative approval for any sustained conflict

No President has ever acknowledged the War Powers Act formally. It's an unsettled Constitutional question.
