I saw a former military man who was part of the development of the strategy. He said that it resulted from the first Gulf War after which they thought there must be a better way. Their focus was on developing strategies that broke the will of the enemy.

Actually, my daughter made me aware that "shekinah" (pronounce it aloud) means "A visible manifestation of the divine presence" as described in Jewish theology. (Google it) This oughta really stir up a sh*t storm!
