He gave the date and time at the start. Of course he did. He said the date was March 20, 2003 because he knew (at the time he taped the message) that March 20, 2003 would be the date on which Bush's ultimatum would expire.
It's likely he also made messages for March 21, March 22, and so on waiting in the can, in case we had waited a day or two.
