The Al-Samouds were being destroyed in slow-time. Not all were destroyed in the time before the UN inspectors left and basically the Iraqis stated that they would ignore the order when it became clear that war was looming. Consequently a large batch were still deployed with the Iraqi Army.

Your title says SCUDS, but the US officer in kuwait says they were Al-Samoud missiles. Do you have another source that says they were SCUDs, and not Al-Samouds?

My understanding is that they are quite different missles with different ranges and capabilities.
