I believe he has three doubles, it will be difficult to get him, dead or alive.

I´m not sure wether it was a Scud Missile or not. Think, it was in Kuwait - even his other missiles may reach Kuwait. If he still has some (and I´m sure he has), he´ll fire them on Israel, and not on Kuwait.
