I very much doubt it, but they are the words they used. Seemingly whats going on now is an exchange of heavy art fire on both sides. Looks like there has only been 2 missiles fired at Kuwait so far.

Perhaps they actually mean a short-range ballistic missile range - between 150-800 km (94-499 mi) - as opposed to a tactical or battlefield short-range missile (under 150km/94mi; the only kind Iraq is authorized to possess).
