Perhaps it was taped right before the broadcast and delivered to the TV Station. Perhaps the body Double was told by one of the surviving Iraqui Leaders to make the tape

They are probably not sure if Saddam is alive or not, so they did what they had been ordered to do in the event of an attack. Either have one of the doubles make this tape, or (more likely) put out a pre-recorded message, perhaps modified as best they could to fit the stitutation.
