This is why the color coding is soooo stupid, and I'm a huge Ashcroft & Ridge fan: What level is orange? Highest? Numbers would be so much easier.

It is the second highest.

Red is highest, and presumably means an attack is either imminent or has just occurred with more expected.

It will be interesting to see if they go to "red" once the Iraq action gets underway.
