Suppose Canadas prime minister decided to appoint an ordinary citizen to his Cabinet. That naive freshman, says political analyst Donald Savoie, would be shocked to learn how government in this country actually operates. Canadians believe that their elected representatives exercise decisive authority, but they are wrong, comments Professor Savoie, who holds the Clement-Cormier chair in economic development at the University of Moncton. Well, I don't like chretien, but I don't think you can call him a dictator.
