In 1979 or so P. J. O'Rourke suggested that some military people could "desert" and "steal" some subs and aircraft carriers and missile crusisers and such. It wouldn't be our fault what they did or who they did it to, right? (He also pointed out that Queen Elizabeth I used to do this to the Spanish all the time).
