I hate the way they (Media) paraphrase these things. So:
Okay, let's make it simple, world. We (US) are NOT telling you what to do. We ARE telling you what we are going to do - in the interests of our own self-defense, (which suffices for authorization in our constitutional democracy), while also noting that it probably is in your interests as well and you can still join us if you want (but quick because the train is leaving the station).
But we're Not asking permission from anyone (UN). The time for talking is over and all the points of view from all relevant parties are duly registered. The accent is now on action.

The UN can't act against us as long as we have a veto. This is a cynical attempt to remove us and eliminate our veto. Then the other countries could be propagandized to attack us in concert.
A pipe dream for the Arabs but also the key reason why we will not leave the UN.
