Califano is trying to preserve his own legacy.
Surely he is aware that his "Great Society" utterly destroyed the urban black family unit by replacing the 'father' with a welfare check. This in turn led to the explosion of single motherhood, welfare dependence, crime, and nearly every other modern pestilence of life in the decaying inner cities.
And this is no "conservative myth".
