Incredible admission here. Again, this is written by a liberals' liberal.

In case anybody is unaware, Joseph Califano was a member of the Johnson administration and was a primary architect of "The Great Society".

He was the chief welfarist himself, the biggest bureaucrat in all of human history: Secretary of the Department of Health, Education and Welfare in the Carter Administration. HEW was the biggest bureaucracy ever seen and, in fact, the third biggest government in the world, behind the U.S. government as a whole and the Soviet Union. (It later split into two whole cabinet departments: Education and Health & Human Services.)

Bureaucracy has long been in the dictionary for its stupidity, obstinacy, red-tape, boondoggling, delay, waste and pigheadedness. For a bureaucrat like Califano to lecture anyone on what's right and wrong is outrageous.
