From the article:

Why work against American policy? By the mid-1990s, Paris and Berlin had already laid the foundations for the cultural and economic integration of the EU with the Islamic states of North Africa and the Middle East. The expansion of Franco-German hegemony over an area that approximates the bounds of the Roman Empire would fulfill the ambition to counter America, the only remaining superpower.

Compare this to The Eurabian Alliance:

"The Europeans tried to maintain the Dialogue on a base of economic relations, while the Arab countries tied the oil and business markets to the European alignment on their anti-Israeli policies," she writes. "However, the Dialogue was not restricted to influencing European foreign policy against Israel and detaching Europe from America. It also aimed at establishing ... a massive Arab-Muslim presence (in Europe) by the immigration and settlement of millions of Muslims." The goal? As Ye'or sees it, "to integrate Europe and the Arab-Muslim world into one political and economic bloc, by mixing populations (multiculturalism), weakening the Atlantic solidarity, and isolating America."

Methinks the EUrocrats who thought this a dandy idea forgot tat it is a duty of Islam to gain even unwilling "converts" by force.

Well, yes. The part played by the French-German axis in supporting Islamic terrorism needs to be recognized. But I'd add another point. When the clinton administration "woke up" because some people outside the government began publicizing the fact that the Sudanese government was hip deep in slavery and genocide, clinton talked a great deal. But he DID absolutely nothing. Zero. Zip. Nada.

Clinton "felt their pain" and told them to put some ice on it.
