IIRC Spain and the U.K. co-sponsored the 18th resolution. That would seem to be the reason for this mix of leaders. Yes, that makes sense.
Spain has certainly gained in international stature since 9/11, hasn't it? It wasn't that long ago that it was the forgotten man of Europe.
