I can picture Chirac inserting himself into Latin America politics just to continue his anti-American campaign. Chavez has asked that France, Russia and China be added to the "Group of Friends" nations trying to assist in solving his country's problems (caused by Hugo and exacerbated by Jimmy Carter). The current makeup of the group, nor their solutions, pleases Hugo. He wants a mini U.N. to obstruct the mechanism of remaining freedoms in Venezuela and stall (as we've seen them do so well) as he completes his "peaceful" revolution ala Fidel Castro's Cuba.
